The dispute between the Republican-dominated Township Council and the Democratic mayor is hampering negotiations to purchase the Ocean Ice Palace, the township attorney told the council Tuesday night. During the council"s caucus meeting, Jean L. Cipriani, the attorney, was asked by Councilwoman Kathy M. Russell, the lone Democrat on the panel, what meetings had taken place during the past few weeks regarding the site. Cipriani replied that there had been none. 'The negotiations have slowed down because the seller cannot be entirely sure of the town"s willingness to buy,' Cipriani said. The Ocean Ice Palace, located on Chambers Bridge Road, and the 13.34-acre plot on which it sits, have become a political football in town since Council President Stephen C.
