Last week, Culpeper County Administrator Frank Bossio informed the Board of Supervisors that the county faces a tough year financially, based on the slowing real estate market - a stark contrast to the booming market a few years ago. State funding has also decreased over the years, placing additional financial strains on local governments trying to support area schools, according to Bossio. Given these facts, Bossio suggested looking for other options to maintain a balanced budget. In particular, he recommended budget cuts, using money from the general fund, borrowing or bonding money and raising taxes to supplement the overall county operating budget.
