Where will school system get money?

Where will school system get money?.
Last week, Culpeper County Administrator Frank Bossio informed the Board of Supervisors that the county faces a tough year financially, based on the slowing real estate market - a stark contrast to the booming market a few years ago. The real estate market plays a huge role a big role in generating revenue for the county, Bossio told the board. State funding has also decreased over the years, placing additional financial strains on local governments trying to support area schools, according to Bossio. Given these facts, Bossio suggested looking for other options to maintain a balanced budget. In particular, he recommended budget cuts, using money from the general fund, borrowing or bonding money and raising taxes to supplement the overall county operating budget.

BB housemates play it for laughs

BB housemates play it for laughs.
There has been a comedy of sorts in the Big Brother house as the housemates treated each other to their Christmas cracker classics. But any fears they could threaten the likes of Eddie Izzard were quickly assuaged. Earlier on Wednesday, Carole, Jonty and Tracey exchanged ideas for gags in the Living Area. 'You"re very funny,' Jonty told Tracey after the latter attempted a joke. 'I"m not,' she protested. 'You could say "What do you call a woman with egg, bacon and chips on her head?"' suggested Carole. 'Caff (cafe)?' groaned Tracey, who then proceeded to leave the room before any more hilarious gags hurtled in her direction. After a brief silence Carole added another classroom classic to their live comedy circuit.

Wagner blew one save chance and gave up the go-ahead run in the ninth inning Tuesday before New York rallied to win. Hoffman blew two saves, sandwiched around a successful conversion Wednesday night. Stop the Bullying, Wal-Mart

Stop the Bullying, Wal-Mart.
It has also hired the powerful public-relations firm Edelman and several political consultants to help polish its image. One of the consultants, Leslie Dach, a former media adviser to President Bill Clinton, was hired for $3 million in stock, as well as options on 168,805 shares that vest over the next five years. At the same time, the political attacks on Wal-Mart seem to have unleashed paranoia within the company, which has beefed up its security operations, hiring former senior FBI and CIA officials to watch workers and those who maintain contact with the company. All this usurps funds that could go to workers" salaries or benefits instead. These new developments have come at a time when 'everyday low prices' isn"t the growth model that Wal-Mart necessarily wants to pursue long term.

Dean makes last landfall, weakens

Dean makes last landfall, weakens.
Hurricane Dean restrengthened to Category 2 intensity Wednesday and swept Mexico"s Gulf Coast with rain and 100-mph wind as its core slammed into the coast for the final time. Then, it moved inland and lost its punch, demoted to a tropical storm at 5 p.m. EDT. Forecasters warned, however, that its rain still posed a serious threat to residents of inland mountains and valleys. The second landfall Mexico came near the town of Tecolutla, just east of Gutierrez Zamora and about 40 miles south-southeast of Tuxpan. About 135,000 people live in the area around Tuxpan, including 79,000 within the city itself. Troops and emergency workers already had ushered thousands of residents to inland shelters. More than 100 oil rigs and related facilities had been evacuated.

Man From Queens To Auction Off Bonds" Record Ball

Man From Queens To Auction Off Bonds" Record Ball.
Barry Bonds" record-breaking 756th home run ball will be sold online, and New York fan Matt Murphy figures to be a half-million dollars richer. The 21-year-old fan said Tuesday he had no choice but to sell the ball -- several people told him he would be taxed on the souvenir just for holding on to it. 'It wasn"t hard. It was simple math. I"m upset by the decision I had to make,' Murphy said. 'I wanted to keep it. I"m young. I don"t have the bank account. ... It would have cost me a lot more to keep it.' Bonds broke Hank Aaron"s record of 755 with a shot into the right-field seats on Aug. 7 against the Washington Nationals. Sotheby"s/SCP Auctions will handle the sale at scpauctions.com beginning Aug. 28 and going through Sept. 15. The starting bid has not been determined, and auction officials estimated the ball would bring at least $500,000.

Despite good ratings, a fund is shunned

Despite good ratings, a fund is shunned.
Ottimo Funding, an issuer of economically important corporate paper, has the highest possible credit rating and does not own subprime mortgage bonds. That made no difference to investors who refused to buy Ottimo"s $3 billion of short-term debt this month as losses on home loans to risky borrowers infect the global credit markets. 'It"s pretty much a straight contagion,' said George Marshman, chief investment officer of Aladdin Capital Management, which oversees about $20 billion, including Ottimo. The problems at Ottimo illustrate deeper problems now that credit has diminished and suspicions have grown. The $1.1 trillion market for commercial paper that once bought assets - from mortgages to car loans - has seized up just as more than half of that amount comes due in the next 90 days, according to the Federal Reserve.

Hilton Head family counselor now practices what she preaches.
But for Smith, there"s more to the situation than spouting words of wisdom to her MOANS group (Mothers Of Adolescents Needing Support, open to all, noon to 1:30 p.m. Wednesdays at St. Luke"s). Smith now sees that advice with new eyes. When her stepdaughter died unexpectedly last September at age 37, her 2-year-old son came to live with Bob and Sharon Smith in Spanish Wells Plantation. The Family Court has given them temporary custody of Jefferson Karl 'Jake' Jurjans until it rules on a permanent arrangement. 'My parenting ideas as a counselor have changed,' Smith said. 'I"m going to have to live it -- practice what I preach.' There"s been plenty of practicing and preaching. Both Sharon and Bob returned to school as adults to become licensed counselors.

GREELEY, Colo. (AP) -- A friendly young antelope found cavorting with a dog along a walking path was probably picked up illegally in Wyoming and may be too tame to return to the wild, wildlife authorities say. A family believed to have brought the animal to Colorado could face charges that carry fines and jail time, said Larry Rogstad, a district officer for the state Division of Wildlife. The 3-month-old, 15-pound buck was spotted Wednesday morning, running and playing with a neighborhood dog named Skeeter along on the Poudre River trail, a path that runs through Greeley and the nearby town of Windsor. 'It"s just the craziest thing I"ve ever seen,' said Ronda Underwood. 'We were just riding along the trail and saw this antelope playing with a dog.' She said the antelope came up to her, nuzzled its head and neck along her leg and seemed almost to beg to be petted.

Surface rights vs

Surface rights vs. mineral rights conflicts are bound to increase.
The growth of the Houston area and its ever-accommodating real estate development continues to play out the age-old conflict between the ownership of land and the ownership of the minerals within it. Once rural areas are being transformed into suburban retreats for Houston"s workers. Undeveloped areas are being purchased by real estate developers to meet the growing demand for commercial, retail and residential space. Accompanying this growth is the conflict between the rights of the owners of the surface and the rights of the owners of the minerals. .
